Step 1
Data Collection and Existing Service Analysis: Review current County ridership and bus service:
  • A detailed ridership count at every stop on every trip of every route in BCT’s service.
  • Conduct a Survey of Passengers to gather detailed information on ridership demographics, their travel needs, and how they use BCT.
  • Route by route evaluation of existing BCT service looking for what is working and what isn’t.
  • Analyze existing transit service quality (on-time performance and reliability).
  • Gather information from key stakeholders on ways that BCT can do a better job service the public.
Step 2
Early Action Plan: Present ways BCT can improve its transit system right now:
  • Identify changes which will grow ridership and/or control operating costs, such as altering existing routes, adjusting bus frequency and service span to match demand, and reducing customer delay.
Step 3
Market Analysis: Figure out the right transit option for each of the County's travel markets:
  • Look at current and future land use development, demographics, employment/school enrollments and their travel needs.
  • Identify population markets most likely to use different transit options.
  • Identify where growing congestion and higher densities present opportunities for transit.
Step 4
Community Outreach
  • Public discussion sessions will be held throughout the Broward County region.
  • COA website always available for public comment and suggestions.
Step 5
Recommended Service Plan: Bringing all the ideas for improving Broward County Transit together:
  • Build on what currently works well.
  • Match transit service type and level with each market.
  • Improve the customer experience.
  • Make services fast and direct.
  • Make services simple and easy to use.
  • Be more efficient in delivering transit service.
  • Make BCT part of more people’s daily travel experience.
