What is a COA?
COA stands for “Comprehensive Operational Analysis.” It is an in-depth study of a transit system designed to identify strengths,
areas for improvements, and provide suggestions to improve efficiency and increase usage. During this study the following issues
will be addressed:
- Who are BCT’s current and potential customers?
- How is the overall system performing and what are areas for improvement?
- How can BCT best serve its markets within its financial and operational capabilities?
Why is Broward County Transit doing a COA?
- Address current and future needs of Broward County residents.
- Evaluate performance of current BCT services and consider new innovative transit options.
- Develop a network of transit services that are financially sustainable in today’s economy and into the future.
- Address how BCT responds to the current economic climate.
What is the goal of the COA?
The goals of the COA are to improve the customer travel experience by reducing travel time, improving frequencies and connections,
and to introduce new innovative transit options. The result of the COA is not a document but improved transit services on
the street.
How will the COA study BCT and its customers?
The COA will study BCT transit services including the Local, Breeze, and Community bus routes using the following information:
- Current performance of the system and how to improve services for existing and potential customers.
- Survey of BCT customer travel patterns
- Count of BCT ridership at every stop on every trip every day
- Measure BCT on-time performance, service, reliability, and customer travel times
